On January 21st, 2025, the MLTSS Association submitted comments on proposed changes to the 2027 State Medicaid Agency Contract (SMAC) Application. SMACs are contracts between state Medicaid agencies and Medicare Advantage organizations that offer Dual Eligible Special Needs Plans (D-SNP). SMACs are required for D-SNPs to operate in a state, and must include information on plan benefit design, benefit administration, and covered benefits.
In our comments, we recommended that CMS include additional reporting categories in the SMAC Application to capture administrative information that would support states’, health plans’, and CMS’ integration efforts. These additional reporting categories include the D-SNP’s integration level, cost-sharing requirements, benefits, and material review scope and timing.
